Engagements are priced well below the $250,000 threshold, which allows a state agency or CSU campus to award through the informal small business process under Government Code 14838.5 with quotations from two certified small businesses. A five percent small business bid preference applies on competitive solicitations, and DVBE participation counts toward the three percent statewide goal.
